No, because Fukase wasn't released as a part of Yamaha's VY series. The other VY vocals are avatarless and intended for one language only while Fukase does not fit into either of those traits.
Yamaha has release several voaloids under its name, so Fukase is like those others that are in the "Yamaha group". The VY series are a "standard" or demo vocal created to showcase the features of Vocaloid. Originally, Kaito and Meiko held the same job that VY1 and VY2 hold.
Edit: Also,Diva is intended for the American or western audiences, while Fukase was for the Japanese, in fact they even though his English turned out decent enough, the developers did not stand by it. Its a non-native vocal built by non-natives with only 1 member having experience from Diva. When these situations are present in a Vocaloid development, its hard to now what to say.
The differences between natives and non-natives in particular is notable since it was mentioned in Diva's case. They had problems at one standard with the Japanese team members and ended up hiring two English teachers to overrule the votes on English language related matters. :-/
