On February 15, 2022, Yamaha Corporation announced an audition for a new VOCALOID voicebank, which would be made in collaboration with nana Music Co., Ltd., and would run until February 28. Participants were to sing along with an instrumental of their favorite song and post it to nana's app along with the tag "#ボカロオーディション" (Vocaloid Audition). There was no set age limit, but it was required that minors needed parental consent. Participants with management contracts with other music agencies were ineligible to apply. The examination results would be announced on the app around March 15.[1] The grand winner would record a VOCALOID voicebank and receive a copy of the VOCALOID5 editor with Amy, Chris, Kaori, & Ken. The VOCALOID5 Standard set would also be rewarded to the semifinalist (1 participant), nana's special prize winner (1 participant), and those granted the excellence award (7 participants). Recording for the voicebank was scheduled for Summer 2022, though the release date was undecided.[2] On March 16, it was announced that out of 3,182 entries, the grand winner was philo, who used the alias "Taki Takota" (瀧田子太) for the contest. The semifinalist was announced to be Hirunee. The nana special award winner was Hinanogi Maya. The outstanding award winners were Kotodama, HaEu., Mijinko, CaNNA-bis, RinKa, Tsukino, and sharah. Future information was expected to be posted through the official VOCALOID website and Twitter account.[3]

On September 16, philo tweeted that the VOCALOID voicebank was progressing steadily.[4][5][6] It was later confirmed in a DTM livestream that the vocal would be produced for VOCALOID6.[7][8]

On April 26, 2023, a demo featuring the voicebank was released. The name of the voicebank, Fuiro, along with a silhouette of the character design, was announced on Yamaha's VOCALOID Twitter account. She was stated to release on May 9.[9]

On May 9, Fuiro was officially released as a digital download via the VOCALOID SHOP. Her character design was fully revealed and was confirmed to be designed by ORIHARA. The logo was designed by iga_kitty.[10] For a limited time from then until May 31, Fuiro had a discounted price of 50% off.[11]

On the same day, an interview with philo was conducted and released by Yamaha. She stated that she was grateful to have been selected as the Grand Prix winner. She was also thankful to have received additional voice training for the VOCALOID recording process. The type of training was stated to not be "a normal type of voice training", but rather a "VOCALOID specialized voice training" that allowed her to bring out the characteristics of her voice. She noted that it was interesting to have the opportunity to review her voice while analyzing it. She was able to see her strengths and rather than the process being difficult, recording was fun for her. She noted that her consonants such as the "s" lines were strong and may have had an influence from listening to many pieces of overseas music. She was told that there was a bit of a "twist" and that even a cute song sounded a bit sharp. During the recording process, the recording itself was almost a one-shot recording. philo received precise direction and the recording was followed by a vocal lesson, resulting in a smooth process. A total of 25 songs were recorded as training data for Fuiro, with roughly 5 songs being recorded each day. philo felt conflicted when asked about what kind of songs would she like to see made with Fuiro. She noted that she wanted to listen to both the songs that she can sing and the songs that she cannot sing, but questioned lightheartedly if that would take away her job. She noted that she has sung many city pop songs, low-tempo songs, and emo songs, so she would like to hear Fuiro used in those genres.[12]
